Tra i doveri che valuto imprescindibili nell’agire amministrativo, credo che l’elemento comunicativo e della trasparenza sia fondamentale, perché il clima fiduciario tra amministrati e amministratoripossa essere garantito, così come del resto il sistema democratico richiede. All’amministrazione e a chi la amministra, spetta il ruolo di agire nell’interesse della comunità e dei cittadini a cui, non lo scordo mai, ogni amministratore è tenuto a rispondere per le scelte delegate. Ricordo innanzitutto che l’intera vicenda non parte da una volontà del nostro Comune che all’improvviso ha pensato bene di candidarsi ad ospitare il sito di stoccaggio, bensì è stato il Ministero dello Sviluppo Economico, per lo più senza preoccuparsi di interrogare le amministrazioni territoriali, ad indire un bando per la rimessa in funzione di siti
d’estrazione dismessi. Enel, così come altri soggetti interessati, ha partecipato al bando di assegnazione ed è risultata aggiudicataria della realizzazione del sito di stoccaggio “campo di Romanengo”. Avvenuto ciò, il proponente (Enel Stoccaggi) ha presentato il proprio progetto nell’ottobre 2008, incompleto e irricevibile dal punto di vista documentale per il quale il Ministero stesso ha chiesto adeguate integrazioni giunte, da parte del proponente, nel marzo 2009. Da lì è partito l’iter di valutazione tecnica espletato dai nostri uffici e dai tecnici competenti, informando il consiglio comunale dei diversi passaggi istituzionali (vedi sedute del consiglio comunale del 21 novembre 2008, 26 giugno 2009, 14 ottobre 2009) alla presenza di consiglieri comunali and citizens. In quella sede le due amministrazioni hanno condiviso analoga posizione, esprimendo contrarietà al progetto soprattutto evidenziando le implicazioni relative alla collocazione prevista in località Calcagnino, a ridosso della Riserva Naturale, nel SIC (sito di interesse comunitario), all’interno del perimetro del PLIS (Parco Locale di Interesse Sovra comunale).
